For US issued documents, for example, Santa Clara county issued marriage certificate, to be used in TW for the purpose of updating TW household registration records:

. Get your certified version of the marriage certificate from the county.
. Get it translated to traditional Chinese written language, and have it notarized.
. Submit to TECO for document verification/authentication.  TECO will do on both the certified original and the translated documents and combine them into one set of document.
. Bring to TW household registration office to update your household registration records.


Use Taiwan official docs in US:

For TW issued documents, for example, a household registration transcript, to be used in US for green card application:

. Get your certified version of household registration transcript from TW.   This must have the TW household registration office seal on it.
. Get it translated to English language, and have it notarized.
. Submit to USCIS as supporting document.

What is "document authentication"? 什麼是文件證明

Government offices require that foreign issued documents be authenticated before can be accepted.  

文件證明是國際通行使文件產生跨國公信力的方式. 

Foreign documents such as birth certificate, marriage certificate, divorce decree, death certificate, etc. require translation and notary, before going through the document authentication process at TECO.  

外國文件包括出生證明, 結婚證書, 離婚文件, 死亡證明, 皆須先翻譯成正體中文及公證, 然後再到經文處辦理文件證明.

Household Registration Offices or local municipal offices can accept only properly translated/notarized/authenticated traditional Chinese written language documents.  

中華民國戶政事務單位只接受完成TECO文件證明的正體中文之文書; 無法接受外文版本 (英, 法, 德, 意, 西, 葡, 俄, 日, 韓, 泰, 越南, 菲律賓, 印尼, 馬來, 緬, 阿拉伯, 等多國文字).

TECO Document Authentication process and steps 文件證明步驟

TECO SF 本處領務轄區(北加州、內華達州及猶他州)內政府核發之文件.

Document authentication required steps:

•  Have the government issued original document ready.  

           申請好當地政府核發正本.

• Get it translated to traditional Chinese language.  Have the translated document notarized by a notary public of Northern California, Nevada, or Utah.  

       在舊金山經文處轄區內完成翻譯公證.

• Bring all these documents to TECO SF or Sunnyvale Culture Center to do document authentication. 

       攜正本, 和完成公證之譯件, 親至或郵寄至經文處辦理文件證明.

When after the process is complete, you bring the documents back to Taiwan and can be used immediately.

Recommended timeline:

•  Have the documents translated and notarized: 5 to 6 weeks ahead of your trip to Taiwan.

For US marriage certificate, US child birth certificate, etc., it's best you have TECO document authentication done a month or so before your flight back to Taiwan.

If you don't plan to make a trip in many months or even a year, it's advised to postpone the document authentication until a month before the trip.

Don't procrastinate either.  We have seen many cases that customers didn't give enough time to have the process done.  Consider the time, efforts, money spent for the trip (several thousands of US dollars), and you can't have the needed done.

The best advice we can offer is: plan ahead and have it done right the first time.

Not all the TECO offices processes are the same?

不同的經文處辦事處有不同的規定嗎?

It's true that there are differences of practices between different TECO offices in the U.S.

For example, for child immunization records document verification process, TECO SF does not require notary of the translation.  Other TECO offices may require translation and notary.

The best thing is to check with your local TECO office before you submit your document for document verification (文件證明).

Reasons that a translated document is rejected by TECO? 中譯本被辦事處退回原因?

 為什麼我的中譯本被經文處辦事處退回? 

 

What are the reasons that my translated docs get rejected by TECO office?

中譯本被退件?

1. There is still English in the translated document.  The translated document should be in all traditional Chinese written language.

2. There is omission of information.

3. Terminologies are not correctly translated, such as legal terms, medical terms, etc.

4. There are proper names of landmarks/localities that have agreed translation that need to be followed.  E.g. Los Angeles must be translated to "洛杉磯".

5. Translations lead to bad meaning in Taiwan's culture and convention.  Or, the translated statements lost the original and intended meanings. 

6. Completely miss the meaning of the statement.  For example, join in wedlock doesn't mean your Pastor joins your marriage.

7. Other translation errors such as date/time, numbers, etc. 

8. The translation such as vital records and academic records must be notarized.

英文姓名翻譯成中文有字數限制嗎?

In the case a Taiwan ROC citizen married a US citizen, before the marriage certificate is translated, you'll need to come up with a Chinese name for the spouse.

In Taiwan, there is related regulation for foreigner's name translation.  They actually allow the translation to have as many Chinese characters as needed.  This is to respect one's heritage and culture background.

However, Taiwan ROC's ID card and household registry system allow only 6 characters.  In addition, for practical matters, such Taiwan bank accounts, credit cards, and many other documents, it's better off to use just 3 characters - one character for your last name, and two characters for the first name.

As for the process, you first need to file name declaration form with TECO office.  They will review the translation and approve it.  With the approved translation of name, then you can have your marriage certificate translated and notarized.  Then you can have your marriage certificate go through TECO document verification process.
